The Mobile Homes (Requirement for Manager of Site to be Fit and Proper Person) (England) Reg 2020

Hi all, The new Fit and Proper Person regs kick in soon (from 1 July) whereby the local authority must be satisfied that the owner of a mobile home site is fit and proper person to manage the site, or a person appointed by the owner to manage the site is fit and proper person to do so. APP needs to be configured to be able to process this application for inclusion on the fit and proper person register etc. Has anybody set up the system yet or have any thoughts on how best to do this. Hi Simon. We're still on APP here so I haven't even begun to consider how we would record it on a future system, but the caravan site manager F&P registration requirement is a completely different beast to the F&P test for HMO licensees/managers (or for that matter, taxi drivers, premises licences, or anything else where you must assess the fitness of an applicant before you may lawfully grant a licence) - it's reportable/publishable in its own right, and subject to different durations from the main licence, annual fee requirements, etc. In some ways it's closer to the Personal Licences for alcohol sales than anything, in that it must be held in order to be nominated on the Premises licence - personally I've found it is much easier to treat them as a wholly separate registration with only a very small link back to the site licence record.
